中文摘要 | 教育政策制定若能有明確的價值規準,則政策規劃與執行較不易迷思方向,或在政治角力下失去了原本善的教育價值或教育理想。因此,教育政策之制定,宜先確立教育政策的核心價值。本研究嘗試以文獻探討方式,對教育政策制定之價值進行分析與探討。首先,從哲學、社會學、政治學、經濟學及教育學的角度分析教育政策制定價值之理論基礎;其次,分析國內、外教育政策制定價值的規準;再者,提出我國教育政策制定應有的價值規準分析,包括:人本、公平、效能、品質、自由及永續;最後提出數項建議,希望提供政府未來制定教育政策時之參考。 |
英文摘要 | If there is a precise and valuable criterion for policy making in education, there won’t be a mythical direction for policy planning and implementation, or original educational value and ideal won’t be lost due to political wrangling or political struggle. Therefore, it is essential to ensure and establish educational core value when drawing up educational policy. This article attempts to analyze and investigate the value of policy making of educational policy by literature review. First, the fundamental theory of educational policy is analyzed through the aspects of philosophy, sociology, politics, economics, and pedagogy. Second, an investigation for the value of domestic and overseas educational policy is carried out. Then, a criterion for value of policy making of educational policy is proposed. The criterion includes humanity, equity, effectiveness, quality, liberty, and sustainability. Finally, the author puts forward recommendations for government in Taiwan when future educational policy is policy maked. |
