中文摘要 | 国家教育资源公共服务平台是优质教育资源汇聚与应用的互联网大数据平台,建立科学的资源评价机制,是促进平台教育资源、用户与服务和谐发展的关键。该文针对国家资源平台的评价机制建设现状,在对国内外相关教育资源平台开展网络调研与实地访谈分析的基础上,采用专家小组征询与评估方法,形成了国家资源平台评价机制建设与实现的对策。研究认为国家平台的资源评价机制应包括准入与过滤、推荐与优化、保障与运行三大作用机制,其运行需要政府机构、评审专家、资源用户、资源开发者等参与主体与各子系统形成相互联系、相互制约的互动关系。国家资源平台的评价机制实现需要整合新一代智能信息处理技术,构建基于互联网的评价平台,扩大资源评价的参与面,创新运行机制,实现平台资源建设、应用与评价的良性互动与发展。 |
英文摘要 | The national public service platform for educational resources is a big data internet platform designed for the collection and application of educational resources. Establishing a scientific system of resource evaluation thus becomes an important key to the enhancement of educational resource platform and the development of harmonious relation between users and service. In face of the present situation of the evaluation system for national resource platform, the present article aims to provide a development strategy for building and realizing an evaluation system of national resource platform, adopting the method of Delphi technique on the basis of internet researches and field interviews regarding similar educational resource platforms at home and abroad. This article maintains that a scientific system of resource evaluation for a national platform should include three functional mechanisms, namely, the admission control and filtering, recommendation and optimization, and finally, operation and maintenance. Such an evaluation system should be established on the basis of a mutual connecting and mutual restricting interaction between the subsystems and all involved participants such as governmental institutes, evaluation experts, resource users and developers. Such an evaluation system requires a new generation of intelligent information processing technology, an internet-based evaluation platform, a broader participation in resource evaluation, and also new innovations of operational mechanisms, so as to realize a positive interaction and development of the establishment, application, and evaluation of the educational resources. |
