高等教育校務數據之循證決策與永續治理初探

An Exploratory Study on Evidence-Based Decision Making and Sustainable Governance in Higher Education Institutional Data

美國《沒有孩子落後》（No Child Left Behind, NCLB）法案促使教育界參考醫學循證決策，透過數據分析改善教育問題，高等教育機構也轉型融合校務研究與循證文化，以強化決策品質與問責機制。聯合國於2015年提出永續發展目標（Sustainable Development Goals, SDGs）後，全球各大學積極響應，將SDGs納入課程與校務實踐，THE與QS也陸續創設影響力與永續排名，促使永續指標與品質認證體系整合。經相關研究與國內外案例分析顯示：一、循證決策文化有助於節省時間、降低成本與風險；二、循證指標可引導數據分析與內部品質控制；三、THE與QS永續指標有助於推動永續校園治理並提升學術聲望。本研究建議大學應優先整合IR分析功能，發展智慧化循證決策文化，並依自身發展特性與脈絡，建立具代表性的永續發展基準與標竿。

The enactment of the No Child Left Behind Act in the United States prompted the education sector to adopt evidence-based decision-making practices from the medical field, using data analysis to address educational challenges. Higher education institutions also began integrating institutional research (IR) with a culture of evidence-based decision making to enhance the quality of decisions and strengthen accountability mechanisms. Following the United Nations’ adoption of the Sustainable Development Goals (SDGs) in 2015, universities worldwide have actively responded by incorporating sustainability into curricula and institutional operations. In parallel, global rankings such as THE and QS have introduced Impact and Sustainability Rankings, facilitating the integration of sustainability metrics into quality assurance frameworks. Findings from relevant studies and international case analyses highlight that: 1. An evidence-based decision-making culture helps save time, reduce costs, and mitigate risks. 2. Evidence-based indicators guide data analysis and support internal quality assurance. 3. THE and QS sustainability indicators promote sustainable campus governance and enhance academic reputation. It is recommended that universities prioritize the integration of IR analytic capabilities to develop a smart, evidence-based decision-making culture, and establish context-driven benchmarks and models for sustainable development that align with their unique institutional missions and trajectories.
