| 中文摘要 | 本文探討AI時代下教育政策的循證決策與治理,以「新北AI教育局」為案例,分析其政策規劃、技術應用與實踐成效。新北市自2024年發布《AI科技教育白皮書》,以智慧校園建設、數據治理、個性化學習、教師專業發展及AI倫理為核心,並參照UNESCO框架,建構具國際視野的治理模式。研究透過文件分析法,並分析兩項實踐案例,分別為「校園安全資料治理」運用AI進行異常偵測與預測分析,提升風險管理與行政效率,以及「智慧適性閱讀計畫」結合AI診斷、可讀性分析與個人化推薦,促進閱讀素養與教育公平,展現AI在教育政策中兼顧創新、效率與倫理的可能性。最後,本文提出未來教育政策應持續以問題導向、嚴謹證據、專業審查與滾動調整為原則,實現科學化、透明化與公平性的AI教育治理模式。 |
| 英文摘要 | This study explores evidence-based policymaking and governance in the era of artificial intelligence (AI), using New Taipei City’s “AI Education Bureau” as a case study to analyze its policy planning, technological applications, and implementation outcomes. Since the release of the AI Technology Education White Paper in 2024, New Taipei City has focused on smart campus development, data governance, personalized learning, teacher professional development, and AI ethics, while aligning with UNESCO frameworks to build a governance model with an international perspective. Employing document analysis, this research examines two practical cases: the “Campus Safety Data Governance” initiative, which leverages AI for anomaly detection and predictive analysis to enhance risk management and administrative efficiency; and the “Smart Adaptive Reading Program,” which integrates AI based diagnostics, readability analysis, and personalized recommendations to promote reading literacy and educational equity. These cases demonstrate the potential of AI in education policy to balance innovation, efficiency, and ethics. The paper concludes by recommending that future education policies should remain problem-driven, grounded in rigorous evidence, subject to professional review, and adaptable through continuous evaluation, thereby achieving a scientific, transparent, and equitable AI education governance model. |
