中文摘要 | 本文探討人工智慧(Artificial Intelligence, AI)從教育到產業應用的發展,特別聚焦於臺灣AI人才培育的需求與挑戰。AI的發展歷經符號邏輯、專家系統到深度學習等三個階段,至當前生成式AI技術迅速崛起,對全球產業帶來重大變革。臺灣雖已於2018年推出「AI行動計畫」,以培養AI人才、推動產業AI化為核心目標,但調查顯示,至2023年,約有七成企業仍處於AI導入的早期階段,主要原因在於人才缺乏、資料整合不足及導入成本高等。為解決這些問題,政府和企業加強了AI技術培訓與應用,特別是針對企業內部的在職訓練(On the Job Training, OJT),以提升員工的數位競爭力。此外,本文亦討論了負責任AI的重要性,強調AI發展需以道德、公平與透明為核心,並參考國際規範(如歐盟AI法案)。最後,本文認為企業文化與領導階層在推動數位轉型和AI應用方面至關重要,並呼籲透過由上而下的策略實現企業內部數位文化的全面轉變。 |
英文摘要 | This article explores the development of Artificial Intelligence (AI) from educational contexts to industrial applications, with a specific focus on Taiwan’s AI talent cultivation needs and challenges. The evolution of AI has progressed through three distinct phases: symbolic logic, expert systems, and deep learning, with generative AI technologies currently emerging rapidly and causing significant global industrial transformations. Since launching the “AI Action Plan” in 2018, Taiwan has aimed to cultivate AI talent and promote industrial AI integration. However, a 2023 survey reveals that approximately 70% of enterprises remain in the early stages of AI implementation, confronting challenges such as talent shortages, inadequate data integration, and high implementation costs. To address these challenges, government and corporate sectors have intensified AI technology training and application efforts, particularly emphasizing on-the-job training (OJT) to enhance employees’ digital competitiveness. Furthermore, the article discusses the significance of responsible AI, underscoring the importance of developing AI with core principles of ethics, fairness, and transparency, and referencing international guidelines such as the EU AI Act. Ultimately, the study argues that corporate culture and leadership are critical in driving digital transformation and AI applications, and advocates for a top-down strategy to achieve comprehensive digital cultural transformation within enterprises. |
