中文摘要 | 与教育公平强调机会、结果与状态的公平以及侧重于社会意义相比,教育的均衡发展首先是一种发展观,强调的是一种发展过程,是为了达到教育公平的目的,对相关政策、条件和资源的合理掌控与调配,因此教育的均衡发展更具有政策、运作、机制层面上的意义。同时,教育的均衡发展强调与社会经济整体发展的密切联系,与国家的竞争力、社会的整体和谐、社区的包容与全纳密切相关。本文从全纳教育、建立积极的福利社会、起点公平等方面对英国教育均衡发展的政策理念进行了探讨。 |
英文摘要 | While education equity emphases equal opportunities and equity in outcomes, the concept of balanced development of education is first of all a perspective of development. It focuses on the process of development, paying attention to the appropriate development, management and distribution of policies and resources. Meanwhile education equity is related more with social development only, but balanced development of education is closely related to the overall economic and social development, such as national competitiveness and development of harmonious communities. This article analyses the conceptual basis underpinning the policies for the balanced development of education in the UK. |
