Seeking for equity and excellence has become a new trend in the world educational development today. The current research on educational quality and school performance focuses on school effectiveness（SE）and school improvement（SI）.This article introduces this international context and discusses the main differences between SE and SI. It introduces the establishment， the features and the main academic activities of the International Congress for School Effectiveness and Improvement（ICSEI）.
