我國教師資格有效性存在的問題及其對策

Study on the Validity of Teacher Certification in China

教師資格制度是國家對教師實行的一種法定的職業許可制度；規定了教師職業必備的基本條件；對於促進教師專業化發展、依法管理教師隊伍、廣開教師培養和聘任渠道等有著及其重要的意義。教師資格有效性是教師資格制度中一個核心要素，包括時效性、融通性、有效使用範圍等方面。教師資格有效性的規定是否明確，將直接影響到教師資格制度實施的效果。我國現行的教師資格制度相關法律法規中，對於教師資格有效性問題的規定和措施，較為籠統，帶有一定的權宜性。筆者就其中存在的問題做出分析，並借鑒國內外的相關經驗，對現行教師資格法律法規和政策提出改革建議及推進策略，以期方家之教。

Validity of teacher certification is the key issue in that system. Validity of teacher certification consists of the valid time， compatibility， and validity of employment range. A successful practice of this certification system largely depends on the explicitness of the regulations of validity. In the existing laws and regulations related to the teacher certification system， there is a certain degree of ambiguity and lack of long-term sight about the validity. This paper finally gives some suggestion on the reform.
