中文摘要 | 以培育各大領域不同層級之專業及技術人才為主的技職教育,在國家經濟建設發展歷程中扮演著舉足輕重之角色。而技職高等教育發展至今,學制逐步完備,體質亦趨健全,其中行之有年的技專校院評鑑機制所發揮之成效更是功不可沒。始自1975年的台灣技職高等教育評鑑工作,歷經多次的調整與重大轉變,於2017學年度起停辦綜合評鑑中的系所評鑑,改由各校自行辦理,僅保留校務評鑑,科技校院的評鑑結果亦與行政處分脫鉤。爰此,本研究旨在針對台灣的技專校院評鑑機制進行回顧與檢討,希冀透過文件分析的宏觀視野與訪談的深入了解,歸納台灣技專校院評鑑機制的發展脈絡,以及後續可能面臨的問題與未來的發展方向,最後綜整上述剖析與梳理,提出本研究之結論與建議。 |
英文摘要 | With an aim to cultivate scientific, technological, and skilled professional talents in various fields, universities and colleges of science and technology have contributed a great deal to the economic development in Taiwan. The evaluation system exercising for universities and colleges of science and technology since 1975 has been revised several times. Of its various reforms, the reform of 2017 has been the most crucial one, which disconnected the evaluation results and administrative execution, terminated program evaluation, previously conducted by the Taiwan Assessment and Evaluation Association (TWAEA) assigned by the government, as a part of comprehensive evaluation system. Instead, program evaluation became a part of the quality assurance system of universities or colleges themselves. The government merely takes the responsibility of conducting the evaluation at the institutional level. This study, by adopting the methods of document analysis, in-depth interview, and literature review, mainly aims to explore the evaluation system of universities and colleges of science and technology in Taiwan, and, based upon the results of the review, to propose suggestions useful for the future reform or development of related policies. |
