中文摘要 | 本研究目的旨在針對教育部配合政府組織改造自2013年實施組織新制以來,在組織改造三大面向「精實」、「彈性」與「效能」之政策結果進行問卷調查。研究問題分為兩大部分:一、教育部同仁認為行政院組織改造三大面向之項目的重要程度為何?二、教育部同仁認為在此次政府組織改造前與改造後,教育部在「精實」、「彈性」與「效能」三面向之各分項目的政策結果表現感受為何?本研究並參考模糊理論概念,採取模糊統計方式分析問卷結果,並利用EXCEL運算功能進行資料的分析與處理,進而獲得教育部在政府組織改造願景三面向的政策結果表現上,教育部同仁認為由高至低的順序呈現為「精實」>「效能」>「彈性」的結論,最後復依據研究結果提出對政府及教育部的相關建議。 |
英文摘要 | The purpose of this study is to explore the organizational transformation of the Ministry of Education On January 1, 2013 after reform. The Executive Yuan in Taiwan was restructured on January 1, 2012, with three main principles: streamlined performance, flexibility, and efficacy. The Ministry of Education was in accordance with the Executive Yuan’s 2012 policy directions that focused on achieving the restructuring of central government agencies, reforms to create a streamlined, flexible and efficient government, for example, the Executive Yuan streamlined its current 37 ministries and commissions into 29. In this study, the author designed a fuzzy questionnaire which included two sections to collect and calculate the data to further interpretations. For the first part question, it investigated that the importance degree of the three main goals: downsizing the government, enhancing organizational adaptability, and boosting governance effectiveness. As for the second part concerning in the Ministry of Education how civil servants perceived the policy performance of the reform of government organization, this study found that the best policy performance is “streamlined performance,” then flexibility and efficacy. Moreover, this study found some interesting factors including gender and supervisor position which showed different results. Based on those findings, this paper will be able to be followed by other researches and as reference for practical applications. |
