中文摘要 | 為解決高等教育重研究輕教學的現況,教育部嘗試推動大學教師多元升等制度試辦計畫,欲解套升等制度以提升教學於高等教育的重要性。多元升等試辦大學在沒有前例可參考的情況下自行摸索,面臨發展多元升等制度內涵之挑戰,尤其是教學升等機制的建立。緣此,本研究希望借鏡國外提升高等教育教學重要性與評估教學效能之作法,作為我國大學規劃教學升等制度之參考。唯國外鮮少實施針對大學負有研究職責之正式教師的教學升等制度,故本研究僅能從教與學學術研究納入學術研究範疇、以彈性比例規劃升等制度對於大學教師不同職責之要求,以及提供專責教學之教師職位與升等機制三方面介紹國外作法,進而反思大學發展教學升等或教學績效評核制度可茲借鏡之處。 |
英文摘要 | The academia in Taiwan has a situation that research has priority over teaching. To improve the situation and increase the importance of teaching in higher education, the Ministry of Education in Taiwan carried out the multiple track promotion system trial projects. The universities which tried to develop this system have faced big challenges because of lack of clear guidelines, especially for designing the teaching track promotion system. Therefore, the purpose of the study is to introduce some ways that other countries use as references for helping the universities in Taiwan to design their system. Because in other countries there are rare examples of teaching track promotion system for professors who still have research duty, the study only can introduce some methods that have been used to improve the importance of teaching and to evaluate teaching effectiveness in higher education. Three kinds of methods were introduced, including 1. scholarship of teaching and learning into promotion system; 2. giving flexibility to rearrange the percentage of work requirements of teaching, research and service duties in promotion system; 3. establishing positions and promotion systems to professors who only teach and not do research. At the end, the study reflected the development of teaching track promotion system in Taiwan based on other countries’ experiences of carrying out these three methods. |
