The Strategies and Practices of Spanish Higher Education in International Development and Cooperation

西班牙長期致力於提升其在政府發展援助之參與強度，現已成為經濟合作暨發展組織之政府發展援助的第七大援助國，其國際發展合作架構健全，亦是少數將對發展援外的承諾明文載入法令中的國家之一。近年來，西班牙當局亦致力推動與其他發展援助夥伴及私部門的策略性互動交流，包括大學校院。雖然參與國際發展援外活動並非西班牙大學的傳統任務，但經過這些年的努力，業已獲得各界的肯定與認可。本文旨在解析西班牙推廣高等教育推動國際發展合作領域之相關策略與作為，以及探究西班牙大學推動國際發展合作志業之重要內涵、發展現況、待決問題與因應策略。為達研究目的，本文採用文件分析法為研究工具。首先，論述西班牙政府發展援助之重要內涵、特性及其在教育（高等教育）領域之運用；其次，解析西班牙大學國際化及其與國際發展合作之關聯；繼而，探究西班牙大學參與國際發展合作之演進、類型等相關內涵；最後，以一所西班牙大學為例，深究大學參與國際發展合作之實際規劃與運作。研究發現，西班牙在援外經營管理部分，須改善眾多相關機構間之協調機制及政策之一致性；大學在發展援外領域具長足的發展且有正向貢獻，但相關人員的專業度尚存改善空間，且資源管控及成效評估機制亟待建置。

Spain has made remarkable progress in improving both the quantity and quality of its development co-operation and is the seventh largest donor in the OECD’s Development Assistance Committee. Spain has a well-established institutional structure with the necessary autonomy to implement its policy on development co-operation, and is one of a handful of donors that have written their commitment to policy coherence for development into their legal framework. In the last decade, Spain has made progress in interacting with multilateral partners and the private sector more strategically, including universities. Nowadays, Spanish universities are playing a new role as agents and actors of the cooperation for development. Although this new role is not a traditional activity for universities; its work is starting to be recognized by other institutions. The contribution for these kinds of activities is strongly marked by the role that higher education can play in transforming the world into a solidarity one. The purpose and meaning of this research lays in the analysis of Spanish policy on cooperation for international development, focusing on the relevant discussions and problems of this policy and the participation of Spanish’s universities.
