中文摘要 | 近幾十年來,全球化加速發展,愈來愈多的跨國流動人口促成了國際學校在全球的蓬勃發展,我國的外來人口亦不斷增加,然而,我國目前卻僅有所謂的外國僑民學校,而無國際學校。外國僑民學校與國際學校有何不同?現行管理法令有無問題?該如何改進?我國因應未來國際化及全球化的發展趨勢,政府必須正視並妥善處理國內跨國流動人口子女的就學需求問題,營造國際教育環境,藉以吸引外國投資,增加外國人才來我國工作的誘因。本文先從設立背景及意識型態探討外國僑民學校與國際學校的本質。其次,探究二者在國際法適用上的不同。繼而根據二者之差異,分析我國政府管理外國僑民學校的法令,發現教育部有混淆二者之虞。最後,提出解決建議。 |
英文摘要 | In the past decades, when globalization accelerated, increasing cross-border population boosts the global development of international schools. The Nonhousehold- registered residents have also been increasing over the years in Taiwan, yet, Taiwan only has so-called expatriate schools rather than international schools. What the difference between these two? What problems exist in current Taiwan’s management policy on expatriate schools? How should Taiwanese government adjusts its policy? Looking forward, responding to the trends of internationalization and globalization, Taiwan’s government needs to deal with the demand of the Nonhousehold- registered residents’ children appropriately to forge an international educational environment and attract foreign investments and talents. This article started in analyzing the founding background and ideology of expatriate schools and international schools, in order to clarify the nature of each one, and then explained these two has different international law foundation. Further, it pointed out that the Ministry of Education has long confused the expatriate schools with international schools by comparing and analyzing the government’s former and current regulations. Finally, it suggested the feasible solutions for those problems. |
