中文摘要 | 政府對於公辦民營學校的政策思維,將會隨著定位的不同,而開展不同的公辦民營學校面貌。何種公辦民營學校的政策思維可以兼顧教育本質與現實條件,是本文的主要研究目的。 受到1980年代新保守主義與新右派思潮的影響,美國公辦民營學校藉由自由市場的競爭機制,提升教育品質與辦學績效,這種「競爭觀」的政策思維並不適用臺灣。 從「公共性」重新再定義公辦民營學校的屬性與定位,可以發現,在全球化、知識經濟與資訊社會時代,學校面臨「公共性危機」,學校的公共性應當是為了文化的重建與社會的重建而準備著,公辦民營學校作為「公立學校」與「私立學校」之外的第三條路,問題不在於是否歸屬公立或私立,而在於如何具備「未來性」。 因此,Csikszentmihalyi的「創造力系統觀點」正好提供了公辦民營學校實驗與創新的想像,這種「實驗觀」的政策思維,其意義不僅在於增加教育基因的多樣性,更在於創造未來體制學校的主流樣態。 |
英文摘要 | As to the private management of public schools, there may be different kinds of approaches with different public policy thoughts due to different positions. This research attempted to explore that what kinds of policy approaches to private management of public schools can be taken into account from the standpoint of both pedagogical importance and pragmatic real-world concerns. In order to promote the quality and efficiency of education, American private management of public schools, influenced by the 1980s Neo-conservatism and the New Right thinking, undertaken the notions of the competition mechanism of free markets. However, this policy endorsement of competition is not suitable for Taiwan. The paper aimed to redefine the nature and position of the private management of public schools from a standpoint of "public mission." It showed that schools are facing a "public crisis" in the era of globalization, knowledge economy, and information society. The mission of public schools should serve the goals of cultural and social econstruction. The problem inherent in the private management of public schools should not be on how to vest it into a public or private school but the future of schools. It is suggested here that the system model of creativity put forward by Csikszentmihalyi offered the private management of public schools with an avenue by which schools imagine how to experiment and undertake innovative alterations. From the viewpoint of experimentation, the significance of the kind of policy thought not only increase general diversity in education but create the future of the institutional schools. |
