Research on the Strategic Goals%2C Basic Guarantees and Ways to Achieve the Development of the Open University of China

At present， it is the critical period for transition from the Radio and TV University system to the Open University system. Compared with other countries， open education system in our country is more complicated. This is very important to discuss how to run an open university with a “Chinese model” on distance education field. The research methods on this paper are international comparison studies， case studies， text analysis. This paper mainly sort out the goals of development strategies， implementation background， influencing factors and main measures of the world’s major Open University. Through analysis， summed up the universality of the development strategy of open universities. On this basis， combined with the actual situation and particularity of the development strategy of our country’s open universities， propose the strategic goals for the development of open universities in our country， and the basic guarantees and effective ways to achieve these goals.
