大数据时代高等教育“循数治理”解析及实现路径

Study on the Theoretical Survey and Practical Path of Data-based Governance of Higher Education

在现代信息技术和数据处理技术的推动下，人类社会已经迈进了大数据时代。文章认为“大数据”和“社会治理”的结合带来了具有丰富逻辑内涵的“循数治理”，必然会成为高等教育治理的未来发展新要求和新方向，继而从大数据可以推动高等教育治理决策科学化、加强高等教育多元主体的合作、提升高等教育的社会服务能力、提高高等教育治理的绩效水平等几个方面分析了高等教育“循数治理”的功能。针对高等教育“循数治理”所面临的一些现实制约，提出应围绕培育治理理念、加快平台建设、完善制度设计、优化决策路径、整合人力资源、变革组织运作等方面厘清高等教育“循数治理”的实现路径，以期为增强高等教育治理能力现代化并推动其创新发展提供理论参考和实务镜鉴。

With the development of modern information technology and data processing technology， the human society has entered into the era of big data. This paper argues that the data-based governance with rich logical connotation and function is brought when combined with big data and social governance， and it is bound to become the new requirements and new directions of future governance of higher education. Then this paper analyzes the practical functions from that the big data can promote governance decisions scientifically， strengthen the cooperation among multiple subjects， improve the capacity of social service and advance the performance level of of the higher education. However， data-based governance of higher education still faces many real constraints. Therefore， we should focus on nurturing the concept of governance， accelerating platform construction， improving the system design， optimizing decision path， integrating human resources， changing organizational operation and so on to clarify practical strategies of data-based governance of higher education. The aim of this article is to provide theoretical reference and to mirror the practice to improve the governance mode， realize the deeply integration of production and teaching and promote the healthy development of higher education.
