中文摘要 | 新型城镇化是当前国家重大发展战略,强调以人为本、四化同步、布局合理、生态文明和文化特 色。新型城镇化对教育管理的挑战“面”表现在:教育管理体制之“如何优化管理幅度”,学校布局管理之“如 何应对城市群”,城镇教育发展之“如何持续供给教育资源”,农村教育发展之“如何保证小规模学校质量”。新 型城镇化对教育管理的挑战“点”表现在:管理理念如何突破“城市本位”,管理思路如何突破“问题导向”, 理论基础如何突破“行政管理学”,管理内容如何突破“要素模式”。面对这些挑战,教育管理方面需要做出以 下回应:管理体制由“以县为主”向“多层主体”转变,建立“城市群”内部义务教育联席会议制度,城乡教 育关系从“优先城市”向“扶持农村”转换,管理理念由“统治”向“治理”转变,管理思路兼顾“当下”和 “未来”,理论基础由“行政学管理学”向“经济学社会学”扩充,管理内容由“体制”向“机制”延伸。 |
英文摘要 | The new urbanization is Chinese major strategy in the field of economical and social development. It emphasizes the value of the people, reasonable layout of urbanization, ecological civilization,and cultural features. The new urbanization has a great influence on education administration in many aspects, including how to optimize management range in the educational administration system, how to cope with the “city group” in school layout management, how to provide sustainable resource in city education development, and how to ensure the quality of rural small school. The new urbanization has a great influence on education administration in many factors, including how to break through the city - based educational administration idea, how to break through the problem-oriented educational administration thinking, how to break through theoretical foundation of educational administration, and how to break through factor-model in educational administration content. Facing these challenges, we need following response: (1) administration system should be changed from “focusing on the county level” to “multi-level body”; (2) educational relationship between city and rural region should be changed from city-oriented to country-oriented; (3) administrational ideas should be changed from administration to governance; (4) administrational thinking way should be considered together with “current” and “future”; (5) theoretical foundation should be enlarged from “Administrative Science and Management” to “Economics and Sociology”; (6) educational administration content should be changed from the system to mechanism. |
