在实施教师流动政策时，一些地方教育部门采用强制的做法，忽视了教师的自由，导致政策效果不佳。教师不同于物化的教育资源。在教师流动过程中，教师自由应当得到尊重。教师流动政策的制定和实施 一定要保障教师自由。本文重申诱致性流动制度立场；强调扩展政策应用范围，调节所有教师的流动；抓住经 济驱动力，有效调节教师流动；用教师自由流动倒逼地方政府教育作为，可持续地推进义务教育教师资源均衡配置。

Some local government departments adopted mandatory practices in the implementation of teacher flow policy， ignored teacher's freedom right， and it leaded to poor policy effect. Teachers are different from physical education resources. In the process of teacher flow， teacher's freedom right should be respected. Policy makers must protect teacher's freedom in the process of formulating and implementing teacher flow policy， emphasize the position of induced system， expand the scope of policy applied in order to regulate all teachers’ flow， seize the economic driving force in order to regulate teacher’s flow effectively. Teacher’s free flow can force local governments to do some valuable things which can promote balanced allocation of compulsory education teacher resources continuously.
