教育现代化目标与指标———兼谈“十三五”教育发展基本思路

Education Modernization Objectives and Targets: Ideas on China’s Thirteenth Five-year Plan

本文对“十二五”时期教育发展进行中期评估，发现主要指标进展良好，将顺利完成“十二五”规划目标。随着人口红利下降，经济发展进入新常态，中国迎来教育红利迅速扩大时期，教育红利将发挥长期性、基础性、关键性作用，“十三五”时期，教育发展的核心任务是全面建成更高水平的人力资源强国，全面建成惠及全民的教育公平社会，全面建成体系完备的终身学习型社会，全面发挥教育红利长期作用，全面建成充满活力的现代化教育体系。

After the Midterm estimation of the 12th Five-year plan，it is found that primary targets of education development will be achieved． With the decrease of demographic dividend，economic development will enter the stage of the New Normal． Education Bonus will expand rapidly in china and exert long － term，basic and significant function for both economic and social development． During the 13th five － year plan period，the core mission of education development is to develop human resource，make education attainment more equalized， construct a life － long learning society，exploit education bonus’long － term function，build a modernization national education system．
