开放大学办学体系创新的动力因素及机制研究

Study on the Factors and Dynamic Mechanism of Innovation of China Open University System

开放大学体系建设决定着“办好开放大学”这一国家教育发展战略的成败，而如何推进办学体系创新则是广播电视大学系统转型升级的核心所在，事关开放大学建设成效和国家终身教育体系建设的全局。只有找准推动开放大学办学体系创新的动力所在，才能激发体系创新活动的基点和工作思路，为此，该文围绕不同利益主体的利益动机和诉求分析了开放大学体系建设创新的动力形成，并基于此研究了办学体系创新的内外部动力因素，剖析了市场需求、外部竞争、信息技术和政府支持四种外部动力因素和利益驱动、战略协同、内部激励和创新保障四种内部动力因素，进而提出了开放大学体系创新的动力要素相互作用的动力机制模型，以期为我国开放大学体系创新及具体建设实践提供理论参考和工作指导。

To construct a good China Open University system is a decisive problem to realize the national education development strategy， and is a matter of national lifelong education system. Based on the analysis of dynamic formation of the Open University system innovation， this paper studies the internal and external dynamic factors， dissects the pull of market demand， the pressures of external competitive， the promotion of information technology and the support of government these four external motivations， and dissects the tension of benefit drive， gravity of strategic synergy， force of internal incentive and safeguard of innovation these four internal incentive factors. Further， the paper advances the dynamic mechanism model of the Open University system innovation， in which above internal and external dynamic factors interact. The paper aims to provide theory reference and decisions pursuant for the system construction of the Open University.
