Study on the Innovative Mechanism of Public Policy for Using Information Technology to Promote the Balanced Development of Compulsory Education

：基于对教育均衡发展的政策文本研究可以发现，教育均衡发展的政策文本中信息技术的地位、作用没有得到充分的认可、强化。因此，推进教育领域重大问题的政策文本创新，强化信息技术在教育领域重大问题中的应用，对公共政策创新、教育信息化发展具有重要的意义。为实现教育均衡发展的公共政策创新，推动信息技术在教育均衡发展中的应用，该研究对教育均衡发展的政策环境、政策主体、政策制定过程中的价值选择、利益博弈、过程博弈进行了分析，揭示了其中的问题与方法，阐述了信息技术在教育均衡发展公共政策创新的突破点，以期为教育均衡发展及教育信息化推进研究与实践提供参考。

From the analysis of literatures on the balanced development of education policy， we found that the position and role of information technology have not been fully recognized in balanced development of education policy. Therefore， promoting the innovation of educational policy on major issues and strengthening the application of information technology in education， are of great importance in public policy innovation and the development of educational informatization. For achieving innovation in public policy on balanced development of education and promoting the application of information technology in balanced development of education， we analyzed the policy environment， policy subject and value selection， interest game， and process game in the process of policy development， which reveals the problems and proposed the breakthrough methods for the innovation of public policy.
