The New Policy of Off-site College Entrance Examination in the Perspective of Educational Equity
A national policy has been issued to enable migrant workers^ children to take the college entrance examination in the city where their parents work and live rather than going back to their hometown due to the restrictions of household registration， or ＂Hu Kou＂. This policy should be focused on the pursuit of legitimacy， harmony and fairness for migrant workers^ children， rather than identify their qualifications for the new policy. By reviewing the irrational allocation of educational resources， the unbalanced development between urban and rural education and the unequal college entrance examination system， we can see that the opportunity of migrant workers' children to take college entrance examination is not only restricted by all kinds of qualifications， but also by educational resources and individual educational level. Therefore， the formulation and implementation of the policy need to highlight the allocation of educational resources and equal access to education.
