中文摘要 | 開放社會中,意識型態與利益團體的干擾眾多,決策者如何稟持理性觀點、堅持科學研究與系統分析原則,讓政策計畫在兼顧理想與實務的過程中發揮應有的效能,已是當前重要課題。而起源於醫學領域的證據本位政策模式,乃針對政策制定過程中的迷思提出系統分析的方法,以期幫助決策者提升其政策執行的成效。此政策分析模式在教育與其他領域已備受重視,當前師資培育的政策制定過程如能參酌證據本位的關鍵成功要素,相信將有助於提升未來師資培育的品質。本文採文獻分析的方式,探討證據本位的意涵、功效、運作原則與實施情形,並於最後,針對師資培育政策的制定過程如何兼顧證據本位的精神,提出一些參考建議。 |
英文摘要 | It will be an important issue to help policy-makers enhance policy effectiveness by providing practicable and scientific advice in the open society. Evidence-based policy (EBP) has its origins in the field of medicine. It has aimed to reform government service delivery and achieve greater effectiveness and efficiency through the application of applied research evidence to questions of policy and practice. The teacher education programs adhered to EBP will also improve the quality of teacher education policy-making. This article firstly described the meanings, functions, elements and implementation of evidence-based policy. Secondly, the issues about the implications for teacher education policy-making based on spirit of evidence-based policy were discussed. Finally, some suggestions giving insight into to teacher education policy-making were described. |
