證據本位的教育政策：以十二年國民基本教育為例

Evidentce-based Education Policy: 12-Year Compulsory Education in Taiwan for Example

十二年國民基本教育將在2014年實施，本文以證據本位之角度探究十二年國民基本教育政策之制定過程是否符合國際潮流、國家經濟發展與達到國民共識。經分析後提出三點結論：一、延長國民教育年限是國際上教育的潮流；二、十二年國民基本教育是先進國家的趨勢；三、推動十二年國民基本教育的共識不足。建議政府加強政策溝通，採取更具體的證據說服國民，以形成共識。

Twelve-year compulsory education will be implemented in 2014, this research explored the 12-year compulsory education policy-making process with evidence-based point of view, whether it was an international trend, the national economic development and the achievement of national consensus. After analysis made three conclusions: First, to extend compulsory education years is an international trend; second; second, to implement the 12- year compulsory education is the trend in advanced countries; third, to promote the 12-year compulsory education is the lack of consensus. Recommends that the government strengthen communications of education policy, with more evidence to convince people to form a consensus.
