中文摘要 | 2009年南非祖玛政府开始了新一轮国家发展的战略规划。基础教育在其中居首位,而质量的提高是基础教育战略的核心议题。基于此,南非规划了2025年的长期远景,制定了到2014年的行动计划。本文从教育管理、教学保障、诊断监控、幼教发展这四个方面对南非当前以质量提升为指向的基础教育战略进行了梳理。近3年来,南非基础教育战略的布局已近完成,但是教育质量的根本提升还需时日。 |
英文摘要 | In 2009, Zuma government launched a new round of strategic planning process of national development of South Africa, which placed basic education at the top agenda with the focus on quality enhancement. For the attainment of this national priority, the government envisaged the long term vision of schooling by 2025, and formulated action plan by 2014. This paper explains the current strategy of basic education of South Africa in four aspects, education management, support to teaching and learning, quality monitoring and diagnosis, and pre-school education development. In recent three years, the overall strategic arrangement has been deployed; however, the expected outcome of quality enhancement takes time. |
