| 中文摘要 | 21世紀的今天,女性在各級教育中的就學與就業比例逐漸提升,但在高等教育階段,她們在高階領導管理職位上仍處於弱勢。一直以來,歐洲地區特別是北歐國家的性別平等政策一直是全球典範,重視制度化支持與社會文化轉變,以促進女性在職場的參與。歐盟自1997年起將性別主流化納入政策核心,並在「地平線歐洲」計畫中推動性別平等計畫,也特別重視學術機構中女性在領導職位的代表性。有鑑於歐盟與歐洲國家的積極作為,本文檢視歐洲支持女性學者進入領導職位的相關做法,分析歐洲地區高等教育領導政策與實踐,如何回應性別平權的挑戰,以為參考。 |
| 英文摘要 | In the 21st century, women’s enrollment and employment rates across all levels of education have steadily increased; however, they remain underrepresented in senior leadership positions within higher education. Europe has long been regarded as a global model for gender equality policies, placing strong emphasis on institutional support and cultural transformation to promote women’s participation in the workforce. Since 1997, the European Union has made gender mainstreaming a core policy goal and has advanced gender equality initiatives through programs such as Horizon Europe. These initiatives place special emphasis on improving the representation of women in leadership roles within academic institutions. Given the EU and European countries’ active efforts, this paper examines the approaches adopted in Europe to support women scholars in attaining leadership positions, and analyzes how higher education leadership policies and practices in the region respond to the challenges of gender equality, with the aim of providing a reference for Taiwan. |
