Gendered Innovations in Concept and Practice: Emerging Pathways for Research

本文探討「性別化創新」（gendered innovations）的理念、理論基礎、政策發展、操作步驟與實際案例。性別化創新強調在科學研究、技術研發與政策制定中系統性地引入性別分析，以修正知識生產的偏差、提升研究品質並促進社會公平。文章首先回顧女性主義科學哲學（feminist philosophy of science）、社會建構論（social constructionism）與交織性理論（intersectionality），說明其對性別分析的理論支撐；其次比較歐盟、美國、澳洲與臺灣的政策實踐與制度架構；並提出包含性別分析、性別重構、創新設計及跨領域應用的實務步驟，輔以「決策樹」與國科會指引作為操作工具。透過政治、經濟、社會與體育領域的案例，本文展示性別化創新如何深化研究洞察並推動制度改革。同時，亦指出其發展面臨方法侷限、交織性不足與政策工具化等挑戰，呼籲在制度化與批判性之間取得平衡，確保持續的學術與社會影響力。

This article examines the concept, theoretical foundations, policy developments, operational steps, and practical cases of “Gendered Innovations.” It emphasizes systematically integrating gender analysis into scientific research, technological development, and policymaking to correct biases in knowledge production, enhance research quality, and promote social equity. The discussion begins with feminist philosophy of science, social constructionism, and intersectionality as the theoretical underpinnings of gender analysis. It then compares policy practices in the EU, the United States, Australia, and Taiwan, outlining practical strategies such as gender analysis, gender reconstruction, redesign, and interdisciplinary application, supported by decision-tree models and Taiwan’s NSTC guidelines. Case studies from political science, economics, sociology, and sports illustrate how gendered innovations deepen research insights and foster institutional reform. The article also highlights challenges, including methodological constraints, limited intersectional integration, and risks of policy instrumentalization, advocating for a balance between institutionalization and critical engagement to ensure sustained academic and societal impact.
