中文摘要 | 十二年國民基本教育是臺灣近代最重要的教育改革政策,對我國未來教育與人才培育的發展影響甚深。重大教育政策應具法律地位,如此,教育政策合法化的功能將可保障教育實施的品質,亦能促進教育改革成功。本文透過教育政策合法化角度檢視十二年國民基本教育政策,提出四個面向供未來立法參考,包括:一、制定《十二年國民教育法》;二、以「人才培育角度,培養五育均衡發展之優質公民」為目標;三、採取免學費政策;四、強調多元入學,以適性入學代替免試入學。 |
英文摘要 | The 12-year basic education policy stands as a significant contemporary reform in education in Taiwan, profoundly influencing the future development of education and talent cultivation in our country. Major education policies should possess legal status, as the legalization of educational policies serves to safeguard the quality of education implementation and facilitates the success of educational reforms. This paper reexamines the 12-year basic education policy from the perspective of the legalization of educational policies, proposing four aspects for future legislative consideration. First, the establishment of the “12- Year National Education Law.” Second, setting the goal of cultivating well-rounded, high quality citizens from the perspective of talent cultivation.Third, adopting a tuition-free policy. Fourth, emphasizing diversified admissions by replacing exam-based admissions with adaptive admissions. |
