An Analysis of the Policy Goal of China’s Higher Education Quality Project

文章对我国高等教育”质量工程”政策目标进行了探索性研究，研究指出，”质量工程”政策的目标多重而缺乏主线，以至于出现目标偏差和一些消极的非预期目标。非预期目标表现在使高等院校染上”资本崇拜”并显示出”叠加效应”和”抗生素效应”。

The article focuses on the policy goal of China’s higher education quality project. The research points out that the policy goal is multi─fold and lacks focus， which has triggered some unexpected negative results， including the fund─worship inclination of university， the superimposition effect and the antibiotic effect.
