The paper presents the development of NSSE─China， a cross─cultural higher education measurement together with its cultural adaptation， reliability and validity. The paper also discusses the significance of higher education measurement in the context of globalization and concludes that NSSE─China provides a solid foundation for the comparison of higher education system between China and the United States.
