| 中文摘要 | 高等教育强国的指标包括高等教育的规模、质量、投入和效能。到2020年,高等教育毛入学率达到或超过40%,主动劳动人口接受高等教育的比例达到20%;有3-5所大学跻身于世界一流大学行列,东部与中西部的高等教育协调发展、各类高等学校协调发展,建成较为发达的高等教育体系;高等教育的投入大力增加,财政性高等教育经费投入占GDP的比重能够达到1.1%-1.2%;人才培养质量、科学研究水平和社会服务能力显著提升,高等教育对于经济社会发展的贡献和在世界的影响力显著增强。届时我国将初步建成高等教育强国。 |
| 英文摘要 | The indicators evaluating the industry of higher education include the scale, the quality, inputs, and performance. By 2020, the gross enrollment rate of higher education could reach or surpass 40%. The proportion of population receiving higher education in the main working population could reach 20%. Three to five universities could rank among the world’s top universities. The higher education would develop in various ways based on the cooperation between the East and the West, among different colleges. We would build well-developed higher education system. The financial input of higher education would increase greatly, the ratio of fiscal funding for higher education to GDP would reach 1.1%-1.2%. The quality of personnel training, the level of scientific research and the ability of social services would be improved significantly. The contributions of higher education to social and economic development would be strengthened. China will build a nation of powerful higher education by then. |
