Maintaining World Excellence: American Competitiveness Initiative and Comprehensive National Strategy

美国的强大建立在拥有世界卓越的大学这个基础之上，为了保持21世纪美国的竞争优势，必须维护美国大学的世界卓越地位，为此，美国从2005年起相继发起了”美国竞争力计划”与”综合国家战略”，本文分析了这两大战略计划发起的背景、内容、最新进展及其意义，并获得若干启示。

As a superpower in the world， the USA is built on its excellent universities. It order to sustain its competitive advantages， the USA must keep the universities in excellent condition. Therefore， the federal government launched two strategic plans to strength its education in 2005: the American Competitiveness Initiative， and the Comprehensive National Strategy. This paper analyses the background， content， current development and influence of these two strategic plans.
