The Innovation of School-Running System for Independent Colleges: A Perspective of Mixed Ownership

Independent colleges in China are similar to the mixed ownership enterprises in the economic field， in that both organizations have the basic characteristics of mixed ownership. One founding partner of independent college in China is public university， and the other partners may be one of the following five entities: private enterprise， state-owned enterprise and private enterprise， local government and state-owned enterprise， non-profit organization， and foreign capital. In order to meet the requirements of Regulations on the Establishment and Management of Independent Colleges， independent colleges can make further innovations to advance the mixed ownership， such as introducing the PPP model（public and private partnership） to build the campus. As the mixed ownership of independent colleges are faced with challenges including property， governance， and risk， it is imperative to clarify the property right， establish modern university system， and enhance relevant laws and regulations in the future.
