The purpose of the study is to construct the university-industry cooperative management indicators. First, through literature analysis to understand the implementation of university-industry cooperation, then summarize the connotation from the policies, current situation and relevant research of various countries, and then preliminarily construct the university-industry cooperation indicators. Second, six professors and practitioners with industry-academia collaborative research and practical experience were invited to review and construct the content validity of the indicators system. Third, 15 scholars and experts from higher education institutions and industry related fields were invited to fill in expert questionnaires, collect the opinions of scholars and experts using the Fuzzy Dephli method (FDM), determine the importance of the indicators, and then analyze the relative weights through the Fuzzy Analytic Hierarchy Process (FAHP). Finally, according to the analysis results, a three-level indicators system consisting of four levels, 12 dimensions and 46 indicators is formed.
