中文摘要 | 在時代脈動下之教育需求與區域發展差異極端化的現況中,實踐教育公平與以學生學習為中心的教育目標對於小型學校而言實屬不易,再加上少子化的趨勢,更加劇了原本就有的挑戰,讓小型學校數量持續不斷增加。面對現況,小型學校在因為學生人數太少,存廢問題受到關注的同時,學校轉型成為另一個具有優勢與特性的選擇。本文透過新竹縣目前小型學校轉型的實例,提供四個面向作為轉型參考:一、以「區」為單位的運作整合;二、學校結合校訂課程特色或是推動實驗教育轉型;三、差異化補助;四、學區大學區化。最後依據現行小型學校轉型提出的計畫進行學校外部,也就是中央與縣市政府端,與學校內部建立支持系統的建議,希望可以提供小型學校轉型發展作為參考。 |
英文摘要 | In the context of extreme disparities between the evolving demands of education and regional development, the realization of educational equity and student-centered learning objectives is exceptionally challenging for small schools. Compounded by the trend of declining birthrates, the number of small schools continues to rise, further exacerbating the existing challenges. Confronted with this reality, due to their limited student enrollments, small schools must address issues of viability, prompting school transformation to emerge as an alternative choice that capitalizes on the strengths and characteristics of small schools. This article draws insights from the ongoing transformation of small schools in Hsinchu County and provides four dimensions as avenues for transformation reference: (1) Operational Integration Based on “Regions”: Establishing operational collaboration on a regional basis. (2) School integration of featured school-based curriculum or promotion of experimental educational transformation. (3) Differential subsidies. (4) Greater regionalization of school-district. For the current transformation of small schools, recommendations are proposed from two perspectives: external support, encompassing central and local governmental involvement, and internal support within the schools. The intent is to offer suggestions for establishing support systems, serving as a reference for the developmental journey of small school transformations. |
