「日本特色教育模式輸出推動方案」之脈絡、現況與啟示

The Analysis of the Context, the-State-of-Art and Implication of the “EDU-Port Japan” Project

2016年日本政府公布「日本特色教育模式輸出推動方案」（以下簡稱EDU-Port Japan），以輸出「具日本特色的教育模式」為主要目標。該計畫相較於既有的留學生計畫與教育援助方案，在實施體制及教育理念上有更加明確的目標與架構，是臺灣思考教育輸出政策課題與未來發展時的重要參考。本研究將整理方案背景與政策架構，並討論「日本式教育」的實施狀況與課題，藉此反思臺灣教育輸出的可能性與挑戰。對照臺灣較為單一的教育輸出政策，EDU-Port Japan計畫的多元性與全面性，以及強調軟實力的相關策略都非常值得參考。具體而言，相較於資源與經費層面的支援，EDU-Port Japan計畫的重點是設立一個諮詢管道，供機構解決教育輸出所面臨的各種問題；計畫申請資格也十分彈性，除了正規學校外，民間教學機構或相關企業等都能申請。此外，計畫的預期效益不僅限於擴大教育輸出，促進經濟發展、建置資源網路共享平臺，以及改善日本教育等也是成果目標之一。儘管如此，EDU-Port Japan計畫在妥適性與執行層面上，仍面臨了相當的挑戰。臺灣該如何借鑑EDU-Port Japan的經驗，並解決上述理論與實務問題，是未來發展教育輸出時的重要課題。

In 2016, the Japanese government implemented the “EDU-Port Japan” project for exporting Japanese educational models. This project had specific goals and institutional structures that implied essential references for Taiwan. This study will discuss the status and issues of “EDU-Port Japan” after concluding the project’s background and policy framework. In doing so, we can reflect on the possibilities and challenges of Taiwan’s education export. The diversity and comprehension of EDU-Port Japan and its strategies for developing soft power can be taken as our reference. In detail, instead of offering financial support or related resources, and the EDU-Port Japan program emphasized providing solutions or consultation while the institutions exported their educational product. Besides, the qualification is also flexible; except for regular schools, non-formal educational institutions or enterprises can also apply for the project.

Moreover, the project’s expected benefits are not only expanding overseas education, but also promoting economic development, building a platform, and improving Japanese education. Nonetheless, EDU-Port Japan still confronts challenges regarding legitimation and practical issues. How to adjust the Taiwanese education export policy and solve the theoretical and practical problems mentioned above is a subject that needs to be considered urgently.
