中文摘要 | 本文主要是從症狀解與根本解的觀點,以《偏遠地區學校教育發展條例》為例,透過捨本逐末基模的繪製、並輔以真實案例與相關文獻的探討,進行改善偏鄉教育問題的分析。首先,分別從偏鄉教師的流動率、偏鄉教師的久任意願、改善偏鄉學校教育品質等三個層面,進行症狀解與根本解的探究;其次,以績效責任作為問題的核心,針對改善偏鄉學校教育品質做一整體的分析,強調避免症狀解與尋求根本解的作為,必須奠基在系統思考的基礎上進行;接著,提出本文在症狀解與根本解的分析後,對改善偏鄉教育的啟示;最後,綜以結語。 |
英文摘要 | This study analyzed how to improve the rural educational problems mainly from the perspectives of symptom solutions and fundamental solutions and took the “Act for Education Development of Schools in Remote Areas” as an example to draw the shifting the burden archetype. Moreover, this study also investigated on real cases and related literature to conduct an analysis on the rural educational problems. Firstly, this study investigated the symptom solutions and the fundamental solutions from three aspects, the turnover rate of teachers in remote areas, the long-term intention to stay of teachers in remote areas, and the improvement of the quality of school education in remote areas. Secondly, this study used performance responsibility as the core of the problems and performed an overall analysis to improve the quality of school education in remote areas. This study emphasized that the foundation of avoiding symptom solutions and seeking fundamental solutions must be laid on system thinking. Thirdly, this study proposed the enlightenment for improving remote area education after the analysis of the symptom solutions and the fundamental solutions. Lastly, this study summarized the conclusion. |
