中文摘要 | 近20年來,跨境教育(Transnational Education)成為促使高等教育國際化的重要關鍵之一。但跨境教育的蓬勃發展,也衍生出課程品質控管、學制學分對接,以及畢業學歷認可等相關問題,是目前跨境高等教育所面臨的考驗與挑戰。為了確保跨境教育的品質,各國的高等教育外部品質保證機構開始尋求跨國性的合作,而臺灣的財團法人高等教育評鑑中心亦配合政府的新南向政策,與印尼的高等教育認可機構(NationalAccreditation Agency for Higher Education, BAN-PT)展開新的跨境高等教育聯合訪視模式。本文旨在以臺灣與印尼高等教育認可機構所發展的聯合訪視為例,探討跨境高等教育外部品質保證的合作模式,以發展跨境高等教育品質保證之新模式。 |
英文摘要 | In the past two decades, Transnational Education (TE) has become one of the major keys to the internationalization of higher education. However, the flourishing development of transnational education has also given rise to issues related to quality control of programs, academic credit alignment, and recognition of graduation qualifications, which are challenges that transnational higher education facing currently. In order to ensure the quality of crossborder education, the external quality assurance agencies of higher education in different countries have started to seek transnational cooperation, the Higher Education Evaluation Accreditation Council of Taiwan (HEEACT) is also working with the National Accreditation Agency for Higher Education (BAN-PT) in Indonesia to develop a new cross-border joint visit model for higher education. The purpose of this paper is to explore the cooperation model of cross-border higher education external quality assurance through the example of the joint visit developed by Taiwan and Indonesian higher education accreditation agencies, in order to establish the new model for cross-border higher education quality assurance in Taiwan. |
