The New Structure of Power in Japan's National University System: Power Transition after the Incorporation Reform

“国立大学法人化”是日本现代大学制度建设过程中一次重要的改革。改革进入稳定期后，政府与大学之间如何分权？大学内部权力结构如何联动变化？这些变化与推动改革者的初衷是否一致？伴随着权力的迁移，管理决策、财政和评估等方面都浮现出一系列相互关联的新问题。厘清日本国立大学变化的本质，可以为中国探索现代大学制度的权力结构及其可能的发展趋势提供一种有说服力的解释与比照。

The incorporation reform of national universities is an important issue in Japan's pursuit of establishing modern university system. What implications does the reform have on the power distribution between government and university? How does the internal power structure change within universities accordingly? Do these changes coincide with the original purpose of the reform? New issues have emerged with the power transition in the fields of decision-making, finance and assessment. Once we have clarified the essence of those changes, we will be able to offer convincing explanations for the power structure and its evolving direction of modern university system in China.
