Higher Education Structure in China: Challenges and Policy Suggestions

本文对我国高等教育布局结构中面临的各种挑战进行分析，指出当前我国高等教育布局结构中存在如下主要问题：片面追求高校综合化；人才培养结构与专业结构的发展定位不适应；行业类专门院校服务能力明显下降；新建本科院校办学特色作用发挥不突出。针对这些问题，文章提出了下列对策建议：加强系统的整体规划，落实有效的评估与监测调控；加强分类指导，建立相关标准；建立起新的体制机制，加强高校与行业企业的联系；建立人才需求预测及预警机制。

The essay summarizes challenges facing the structure of higher education in China as follows the blind pursuit of integration for university, the mismatch between talent cultivation structure and the orientation of specialty structure, specialized colleges' decreasing capacity serving industrial sectors, and the ambivalent role of newly established colleges. Several policy suggestions are developed as well to strengthen the ability of overall planning in higher education system, to enhance the effectiveness of evaluation and monitoring system for policy implementation, to improve classification-based guidance and establish standards, to strengthen links between universities and industry through new mechanisms, and to establish an early warning system forecasting talent demand.
