英文摘要 | The negotiated rules made by American higher education associations have been an important part of the rule system. They include membership standards, career rules and higher education principles and rules. The negotiated rules are necessary because laws and regulations have their limitations and cannot regulate every aspect of higher education. The negotiated rules have their own advantages and can overcome these limitations. To establish a set of the negotiated rules in higher education, we should protect the freedom to associate, having high level of the autonomy of institutions and the consciousness of self-determination. |
