Quality Assurance in Malaysian Higher Education: Background, Policy and Implementation

隨著高等教育體系擴張、高等院校課程及生源多樣化、教育成本逐日增長，進而引發人們對教育質量的關注。馬來西亞的高等教育在1990年代大規模擴張，而其政府也愈加注重高等教育的質量的改進與提高，並聯合高等院校外部與內部、不同利益相關者，共同管理和推動高等教育品質保證。本文首先闡述了馬來西亞高等教育品質保證制度的建構背景及意義，接著針對其評估標準進行說明及分析。本文亦進一步探討了此制度實施所面對的一些問題，其中包括了馬來西亞高等院校與馬來西亞高等教育資格評估局（Malaysian Qualifications Agency， MQA）、高校（即大專院校，或簡稱大專）之間，以及高校與各利益相關者的關系分析。最後，本文對馬來西亞高等教育品質保證制度的未來發展趨勢提出了一些意見。

Due to the expansion of the higher education system and the diversification of the curriculum， the expenditure required for education is continually increasing. As a result of this， stakeholders are becoming increasingly concerned about the quality of education. Malaysia experienced a rapid expansion in higher education during the 1990s. In order to improve the quality of Higher Education Institutions (HEI)， the Malaysian government have recently focused on university governance by implementing both internal and external assessment. Stakeholders from various disciplines have been engaged to help manage and promote the quality of HEIs. This paper describes the background to the establishment of quality assurance systems in Malaysian higher education， and discusses their significance. The criteria and standards of assessment used will also be explained. In addition， this paper will discuss some of the problems faced during implementation of these systems， including an analysis of relationships between HEIs， HEI and Malaysian Qualifications Agency (MQA)， as well as other stakeholders. Finally， this paper attempts to put forward some proposals pertaining to the future development of quality assurance in Malaysian higher education.
