H.J. Noah and M.A. Eckstein’s function theory of comparative education was shaped under the influence of solid positivism paradigm and had grown up with long time research practice. They identified four functions of comparative education including dissemination of educational information， standardization in educational understanding， decision-making and generalization of education laws. These four elements were the corn of H.J. Noah and M.A. Eckstein’s systematic and increasing by degrees thought， which have important theoretical impact on scientific approach and developing framework of comparative education. With strong practical orientation， their function theory of comparative education provided some scientific reference for comparative education and educational reform.
