In the research field of higher education， Prof. Philip G. Altback in Boston College of America adheres to Dependency Theory at all times， meanwhile he gives long attention and cares to development of higher education in Third World. He not only analyzes and explains the causes of underdevelopment of higher education in the Third World， but also gives some vigilant advises to its development. Furthermore， he puts forward some constructive prescriptions.
