中美高校学生违纪处分程序制度比较研究

Comparative Study of the Sanction Systems and procedures against Student Violation between Sino-American Universities

听证制度作为行政程序制度的核心，在高校学生违纪处分工作中发挥着重要作用。本文从基本原则、适用范围、权利保障、机构设置以及流程设计等方面，比较分析了中美高校学生违纪处分程序制度的异同及优劣，并提出了建立我国「以人为本」高校学生处分程序制度的建议。

The hearing system， the core of the administrative procedure， plays an important role in sanction against students' violation in universities. This article elaborates the similarities and differences， as well as respective advantages and disadvantages of the systems of sanction against students' violation in Sino-America universities， including fundamental principles， scope of application， rights， structural establishment and working procedures. It purports that Chinese universities should set up a more humanly modern educational system of procedures.
