On the reform of college English: the role of assessment and evaluation

评价既是教学的有机组成部分，也是实现教学目标的重要保障。教育部高等教育司于2002 年启动的大学英语教学改革经过六年的设计、试点和推广，目前已进入全面实施的新阶段，迫切需要建立和完善与新的教学要求和教学模式相适应的教学评价体系。本文结合教学过程系统论模式和评价在课程设计中的核心作用理论，在分析大学英语课程设计和教学评价现状的基础上，阐述建立科学、有效的大学英语教学评价体系的重要意义，并探讨大学英语教学综合评价体系的评价理念、评价目的、评价内容和评价手段等，以期实现大学英语教学评价的良性循环机制，确保教学改革的全面实施并取得预期的成效。

In order to satisfy the growing needs of society for qualified university graduates with communicative competence in English， the Higher Education Department of the Ministry of Education launched a nationwide project in 2002 to reform College English， a required course for undergraduate students during the first two years of their university education. Following the promulgation of College English Curriculum Requirements and the trial implementation of the Computer- and Classroom-Based College English Teaching Model in 180 universities， the project is now entering the stage of implementation in all universities across the country. The changes that have been made to the teaching objectives and the teaching model in the recent reform call for a major overhaul of the assessment and evaluation system of College English.
