The predicaments and strategies for the innovation of the primary and secondary education in Taiwan

中小學教育乃是教育工作的紮根工程，國內在強調高等教育發展的同時，中小學教育也必須受到應有的重視。近年來，台灣在中小學教育方面有許多革新的作法，值得肯定，但尚且面臨一些困境有待突破。本文主要從「專業性」與「系統性」不足分析我國中小學革新所遭遇之困境，並嘗試研提前述困境之因應策略，期能有助於日後國內中小學教育之革新與發展。

Primary and secondary education are the bases of educational development. They should not be ignored while emphasizing the development of higher education in Taiwan. In recent years， there were many innovative ways to improve primary and secondary education. However， we still need to face the predicaments in terms of the development of primary and secondary education. This paper focused on the lack of specialization and systematization in order to analyze the predicaments of the development of primary and secondary education. Moreover， several recommendations to overcome the predicaments were proposed.
