透视英国制定和修订《校长国家标准》的教育理念

A Probe into the Educational Notions Embedded in the UK’s National Standard’s for Headteachers

英国教师培训署(TTA)于1998年制定了校长的国家标准，教育与技能部(DfES)则于2004年推出了修改的《校长国家标准》。本文以文献分析法为研究范式，对两个版本的主要内容及其特点进行了分析。通过两个版本的比较，本文透视了英国的教育价值理念：学校领导与管理决定学校的本质和质量；学校领导的专业发展是学校可持续发展的重要保障等。文章最后提出了这一标准对我国的启示和建议。

The National Standards for Headteachers， formulated by the Teacher Training Agency in the UK in1998， was later revised by the National College for School Leadership and published by the Department of Education and Skills in 2004. Based on a literature review， the paper analyzes the main ideas and characteristics of the two different versions. Some underlying educational values and notions are identified， such as the professional development of educational leaders playing an important role in safeguarding the sustainable development of school. The paper concludes with some suggestions for China.
