In order to build a number of such universities and then make China strong enough to be ranked among the top countries in terms of higher education sector， we must establish ecological relationships among university， government and market. International experiences have showed that accountability system is an effective mechanism of establishing ecological relationships between the three parties. A smooth implementation of accountability system requires a clear chare of responsibilities by university， government and market. And it also requires a quick improvement of its own mechanisms.
