我國高等教育和諧發展的制度瓶頸與政策選擇

Institution Bottleneck and Political Choice for the Harmonious Development of Higher Education in China

本文分析了大众化阶段影响我国高等教育的和谐发展的制度瓶颈，如高等学校定位趋同化，人才培养与社会需求不匹配；人才选拔方式呈金字塔形，千军万马争过高考独木桥；以及公共财政投入导向错位，高等教育公平亟待提高等问题。提出了我国高等学校科学分类定位，促进高等教育多样化和谐发展；改革和完善人才选拔体系，建立漏斗型人才选拔心模式；优化高等教育投资结构，保障高等教育公平发展的政策建议。

It is figured out in this article that higher education of China is experiencing many problems in the process of massification， such as universities’ convergent localization， a serious mismatching between of education and social needs; the pyramid-like talent selecting model， few selecting method except the National College Entrance Examination; misallocation of public finance， inequity of higher education etc. On the base of analyzing these problems. Some policy proposals are put forward that our colleges and universities should be classified appropriately and distributed accordingly; it should be diversified and harmonious. We should try to reform and improve the system of talent selection， set up a funnel-like talent selecting model， optimize the structure of higher education investment and guarantee equity of higher education.
